Veteran-Led VA Solutions
Agile4Vets (A4V) is an all-SDVOSB Joint Venture uniquely designed in 2023 to address VHA needs. VA beneficiaries ourselves, A4V seeks to support the VA through an absolute SDVOSB Joint Venture dedicated to furthering the VA Mission, Vision and Values in satisfying the unique needs and challenges of providing exceptional care for our fellow Veterans.
A4V consists of HRS Consulting (a Veteran Integrated Team Agile Lead (VITAL) on VHA’s Integrated Healthcare Transformation IDIQ), Oxford Government Consulting (currently performing on the VA’s largest disability claims process contract) and 4th Sector, with more than a decade of experience supporting enterprise-level modernization efforts across the VHA.
Our name is born from our composition; a 3 SDVOSB JV as prime with our “4th” component consisting of some of VHA’s most trusted consultant support and some of the most successful specialty companies in the private sector. Applying VA specific learnings from throughout our team of over 60 partner companies, A4V is committed to bringing this best-in-class support to VHA’s IHT 2.0 IDIQ.

A4V harnesses the power of multiple mission-driven SDVOSBs capable of retaining our JV size status for the life of IHT 2.0, further complemented by trusted, successful VA incumbents within other socio-economic demographics (large businesses, Veteran and Woman owned small businesses, 8A, HUB-zone) as well as leading not-for-profits, medical and research, and academic institutions. Our foundational delivery frameworks are built upon standard industry best practice models, such as PMI PMBOK for Project Management, PROSCI for Change Management, CMMI for Software Development, and NIST’s Risk Management Framework for Cyber Security Compliance. A4V’s differentiators include a broad depth of knowledge and delivery experience with VHA, VBA, and NCA that allows us to tailor all foundational models to align with VA Enterprise and Agency governance requirements. This results in carefully crafted robust support programs which ensure maximum responsiveness to VA requirements.
